Bonkers. The best I can imagine is that they may have thought something along the lines of "hey these are a cool thing to have lying around" and not "let's check the legal codes on mailing weapons." Similar to "this would be a cool game for our entire workforce to make" and not "are we in line with the moral and legal codes that protect employees?"
